HELP!! need toyota bosch 24c02 virgin file

hello mates i have this ecu in photo

i need start car the dump in car is is this 24c02 bosch toyota.rar

and i have key data

i already used fvdi to program key but car wont start ...is it must have virgin dump or what i have to do ?
