C5 2.0HDI 2012 DCM3.5 need reduce RPM 900->750-800

Hi,
for C5 DCM3.5 need reduce default RPM from 900->750-800.

Car cannot pass state technical inspection.
No DTC in ECU and default RPM is 900.
