Bmw 318 e46 error 2737 EWS 3.3 Anti Tamper Protection

I have a Bmw 318, year 2002
ecu engine is Bosch 0261209005
ews 3

the car will not start.
Dtc present in the engine ECU, 2737
In ews no dtc.

I tried to synchronize dme-ews with Delphi, Texa, Bosch, but I got nothing.
I need a specific tool BMW?
If I read the flash and HC11, you can sync?
